Detroit Wayne Integrated Health NetworkDetroit, MI, United StatesUnder the general supervision of the Procurement Administrator, the Procurement Agent ("Agent") is responsible for coordinating activities involving the procurement of goods and services for DWIHN.
PRINCIPAL DUTIES AND RESPONSIBILITIES :
- Coordinates activities involving the procurement of goods and services for DWIHN.
- Negotiates prices and provides direction when sourcing and acquiring supplies, equipment and services for internal and external stakeholders.
- Prepares and solicits informal and formal bids (including participation in the preparation of product and service specifications).
- Prepares bid evaluation documents and makes recommendations for award of contracts or purchases in accordance with established policy.
- Enters information into the electronic accounting and tracking procurement database.
- Analyzes and reviews data, interprets results, reports findings, and makes recommendations for purchasing transactions.
- Resolves issues / complaints.
- Reviews documents and reconciles discrepancies.
- Reviews and approves requisitions.
- Creates, processes, modifies, and approves purchase and blanket orders.
- Assists department and procurement staff with the preparation of procurement documents.
- Reviews, modifies and approves technical specifications, purchase orders, contracts, change orders and related documents.
- Assists with the development and modification of existing / new policies and procedures.
- Drafts special reports and assists with special projects.
- Ensures compliance with applicable laws, regulations, rules, standards, and guidelines.
- Performs related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES (KSA'S) :
REQUIRED EDUCATION :
A Bachelor's Degree in Business Administration, Public Administration, Accounting, Management, Finance, or a related degree.
REQUIRED EXPERIENCE :
Three (3) years of full-time paid experience performing procurement functions for a governmental agency.
REQUIRED LICENSE(S).
Certification as a Certified Public Procurement Buyer / Officer (preferred).
A valid State of Michigan Driver's License with a safe and acceptable driving record.
WORKING CONDITIONS :
Work is usually performed remotely but may require the employee to come to the office or drive to different sites throughout Wayne County and the State of Michigan.
