Overview

The City of Gresham is seeking individuals to join our Water Operations Division team and serve our community as a Water System Operator 2, Gresham team members work together to safely deliver potable water to our community. There are 2 positions available at the time of job posting.

Position Description

The Water System Operator 2 position requires experience in general or utility construction and works in a team environment in the installation, repair and maintenance of The City of Gresham Water System.

What you will get to do :

Working outside you will work with other teammates installing, repairing and maintaining water related infrastructure including water mains, water services, valves, water meters and fire hydrants in a utility construction and customer service environment. Typical duties will include :

  • Maintenance and repair of the water distribution system including : water main and water service repairs, fire hydrant repairs, water meter repairs and replacement, system flushing, and valve maintenance and repair. This will involve manual labor and heavy equipment operation, excavation and traffic control, and concrete sidewalk repairs around water facilities.
  • Complete new installations including water mains, service connections to water mains using special tapping equipment, water services, fire hydrants, fire system supply lines, water meters, air release valves, water quality test sites, work to help facilitate connections to new developments.
  • Performing rapid response to unexpected water system issues requiring immediate attention such as water main failures, service line leaks, fire hydrants struck by vehicles, and others. These circumstances must be addressed as they occur requiring potential response at any or all hours of the day / night to include weekends and holidays. Additional responses to provide customer service related to water pressure or discolored water.
  • To ensure needed equipment and supplies are ready for use, this role will require ongoing repair and maintenance of tools and equipment to include routine cleaning and organization; for example : tapping machines, pumps, cutoff saws, compressors, tool bins, etc. Keeping service trucks fully stocked and ready to respond immediately will also be important.
  • Water System Operator 2's may also assist other City Operations Divisions with 24 / 7 dispatch operation.
  • This role requires working outdoors in all weather conditions

  • Qualifications

    Knowledge of :

  • Laws, rules, regulations, and ordinances affecting City policies and operations
  • City government administration, organization, functions, and services
  • Practices, principles, procedures, regulations, standards, and techniques as they relate to public works operations, construction, repair, and maintenance
  • Automatic control valves, electricity, electrical systems and facilities, traffic systems, traffic signs and signals
  • Safety methods and practices used in public works operations, equipment operation, pesticide application, and the use of hand and power tools
  • Techniques for providing a high level of customer service to the public and City staff
  • Communication principles, practices, and techniques
  • Modern office practices and methods, computer equipment, and software applications
  • Ability to :

  • Exercise discretion in confidential and sensitive matters
  • Interpret, apply, and enforce compliance with applicable policies, procedures, laws, and regulations
  • Understand and interpret technical manuals, work orders, specifications, blueprints, and other technical materials
  • Operate hand tools, power tools, and light to heavy equipment
  • Work in environments requiring the use of a respirator
  • Establish and maintain effective working relationships with all internal and external contacts
  • Operate office equipment and technology tools including personal computers, laptop computers and printers, and presentation equipment
  • Communicate effectively verbally and in writing; present information, proposals, and recommendations clearly and persuasively

  • MINIMUM QUALIFICATIONS :

  • High School Diploma or G.E.D.
  • One (1) to Four (4) years of professional work experience in general or utility construction
  • Valid Driver's License
  • Good Driving Record (according to matrix below)
  • Required licenses and certifications :

  • Oregon or Washington Class A Commercial Driver License within 6 months of hire
  • Oregon Department of Transportation flagger certification within 6 months of hire
  • Oregon OSHA approved Competent Person certification within 6 months of hire
  • CPR / AED and First Aid certification within 6 months of hire
  • Preferred Qualifications :

  • Oregon or Washington Class A Commercial Driver License
  • Oregon Water Distribution Certification (I-IV)
  • Excavation experience
  • Heavy and light equipment operation experience
  • Knowledge of :
  • Water distribution systems including water mains, water service lines, valves, fire hydrants, water meters, system flushing and storage reservoirs

  • Basic mathematical concepts
  • Utility locating - Oregon 811 Notification system
  • DRIVING MATRIX : You will be disqualified from this process if you possess any of the following driving infractions :

  • A major traffic offense or accident that results in death or major injury.
  • Driving under the influence (DUI) offense within the last 5 years.
  • Have more than 3 moving violations within a 3-year period or more than 2 within a one- year period.
  • Have more than 2 accidents within a 3-year period.
