Job description

Job Summary

To manage and support the city network and associated switches, routers, and firewalls. Ensures that the city networks, including their Transportation traffic network infrastructure, are secure and performing at an optimal level at all times. Proactively monitor network performance and take necessary remedial measures. This position will lead fiber and network related projects, architecting network design, developing, and disseminating related communications and managing budgets.

This is a full-time, regular, non-union exempt role. The schedule for this position is M-F, 8 : 00am to 5 : 00pm.

Job Details

Essential Functions :

  • Manage and monitor Palo Alto firewalls, Cisco, Siemens Ruggedcom and Encom network hardware for network performance and security including availability, utilization, throughput, latency etc. Proactively remediate performance issues, before the issues have a visible impact.
  • Manage and monitor fiber optic and / or other transport infrastructure across the transportation and City IT network for data and telecom services. Research and recommend network hardware, software, and cabling. Be the liaison for professional service vendors and represent the city on committees. Drive a city vehicle in a safe and appropriate manner between worksites.
  • Propose, install, configure, test, and deploy wired and wireless network equipment including switches, routers, gateways, access points, bridges etc. for data and telecom services.
  • Correct network outages, security breaches or other issues, analyze findings, provide reports to leadership detailing the causes, impacts and efforts undertaken to prevent reoccurrence. Carry a pager on a rotation schedule for on call for weekend and after-hours work.
  • Establish, document, and periodically update network related standards and guidelines including switch and router configurations, IP Schema etc. Work closely with the Information Security Officer to ensure compliance with security standards and guidelines.
  • Manage planned or ad hoc network projects and / or work closely with a project manager to represent the network department, in larger projects.
  • Contribute to the department’s budgeting process to ensure availability of funding for required network hardware, software, peripherals, and services. If required, present justification and / other details for budget requests to leadership.
  • Participate in projects that impact the network and proactively communicate network impacts, issues, and concerns to other team members on the project.
  • Work closely with and participate in projects, discussions or problem-solving sessions with system administration, database administration, developers, and other teams in the IT department.
  • Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

  • Five (5) years of related experience including at least four (4) managing complex secure network and fiber optics environments.
  • Equivalent to a bachelor’s degree in computer science, Electrical Engineering, or related field. Equivalent combinations of education and experience may be considered.
  • Computer Skills

  • Proficiency in network configuration, security, and monitoring software (i.e., SINEC NMS, SolarWinds, ISE, Prime, NetFlow)
  • Advanced skills in Microsoft Word, Excel, and Outlook
  • Required Licenses and / or Certifications

    Possession of :

  • Valid driver’s license
  • Preferred licenses and / or certificates : CISCO Certified Network Associate (CCNA) and / or Palo Alto Networks Certified Cyber Security Entry Level Technician (PCCET).
  • Knowledge

  • Installation, configuration and maintenance of CISCO, Siemens Ruggedcom and Palo Alto firewalls, switches, routers, peripheral hardware, and software.
  • Experience with outside plant fiber optic infrastructure both underground and aerial installations and using OTDR equipment.
  • Installation, configuration, and maintenance of network security and monitoring hardware, peripherals, and software.
  • Network disaster planning and business continuity.
  • General project management and reporting principles.
  • Technical documentation including topology maps, network protocols, standards, and guidelines.
  • Modern office procedures, methods, and computer equipment.
  • Abilities

  • Proactively approach network maintenance, product acquisition, vendor and contact management as well as incident prevention.
  • Design, build, and maintain a robust and secure network with a long-term strategic approach as well as a short-term apparitional approach.
  • Analyze and accurately interpret key network performance statistics and other output from network performance software.
  • Communicate clearly, concisely, and in a balanced matter in verbal and written communication, particularly when communicating network events (e.g. outages) to City staff.
  • Draft technical and not technical documentation in a clear and concise style.
  • Translate complex technical concepts to easy-to-follow language when explaining proposals, issue resolution, or other network related information to non-IT staff and leadership.
  • Prioritize and focus on critical vs. non-critical issues when dealing with multiple, overlapping tasks and / or issues.
  • Work effectively both independently as well as in a team environment.
  • Follow through on assignments and meet deadlines.
  • Work occasional evenings and / or weekends.
  • Operate a personal computer and appropriate software.
