Why does the job exist?
The Law Clerk position exists to provide legal support, research and prepare legal documents, and maintain the legal database and legal files as an assistant to the supervising attorney and staff attorneys in water rights adjudication within the OSE Litigation and Adjudication Program. The law clerks meet with claimants to help identify issues for the attorneys and assist claimants in returning the proper paperwork necessary for the attorneys to proceed with adjudications.
How does it get done?
This position will perform the following :
1. Provide research assistance support to LAP's managing attorney, staff attorneys, and contract attorneys.
2. Conduct legal research as directed using online resources and other pertinent sources.
3. Prepare legal memoranda, reports, abstracts, briefings, and summaries based on research.
4. Obtain, review, and analyze legal documents pertaining to specific cases, such as deeds, water rights files, hydrological reports, tax records, historical photographs, etc.
5. Maintain files for use in adjudications and / or hearings (ie, expert reports, prior depositions, partial final judgment)

The State of New Mexico and the Office of the State Engineer.
Ideal Candidate
The ideal candidate will have the following experience :
1. Experience conducting legal research
2. Experience preparing legal memoranda
3. Experience analyzing legal documents
Minimum Qualification
Bachelor's degree in Paralegal, Legal Science, Business, English, History, Communications, Psychology, and / or Sociology and two (2) years of relevant experience to include the preparation and review of legal documents and legal / policy research and analysis. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling six (6) years may substitute for the required education and experience or current enrollment with at least two (2) semesters in a Juris Doctorate program from an accredited school of law will substitute for required work experience.
Employment Requirements
Must possess and maintain a driver's license.
Working Conditions
Work is primarily performed in an office setting with extensive personal computer and telephone usage. May travel to meetings with other OSE / ISC employees.
