Job description

Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

Works under general supervision in the Pollution Control Section of the Shelby County Health Department to perform technical activities in the Field Services Stage I Vapor Recovery Systems Gasoline Dispensing Facilities Program.

Pay Grade : 48

This position is eligible for a HIRING BONUS outlined below :

1st payment of $1,500 paid after completion of six (6) months of service,

2nd payment of $1,500 paid after completion of twelve (12) months of service,

3rd payment of $2,000 paid after completion of eighteen (18) months of service.

Minimum Qualifications

100% -

1.Two (2) years of experience in an environmental or health field, or public health consulting; AND

2.Bachelor’s degree from an accredited college or university in earth or environmental science, environmental health, or closely related field; OR

3.An equivalent combination of related education and / or experience.

4.Experience performing chemical, biological or engineering aspects of scientific and / or technical activities, preferred.

5.PROOF OF EDUCATION, TRAINING, AND / OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

1.Enforces environmental rules and regulations by developing and completing construction and operating permits for Environmental Protection Agency (EPA) NESHAPs Rule for Stage I Vapor Recovery Systems-Gasoline Dispensing Facilities in Shelby County.

2.Enforces federal, state, and local air pollution regulations relating to Stage I sources, Controlled Burn permitted / non-permitted sources, Fugitive Dust emission sources, and Fugitive Odor / Vapor emission sources in Shelby County.

3.Assures regulatory compliance of Stage I sources by conducting periodic Gasoline Transfer Observations.

4.Investigates citizen complaints regarding air pollution sources, recommend / instruct corrective action when code violations are discovered, and monitors progress toward resolution.

5.Educates the public by providing technical assistance and consultation to the regulated community (e.g. building owners, contractors), governmental agencies, organizations, and the general public regarding air pollution rules and environmental compliance issues.

6.Informs, educates, and empowers the regulated community and citizens about air pollution related health issues and controls using presentations, meetings, on site visits, and developing guidance documents.

7.Enforces compliance of air pollution regulations by development of enforcement cases, issuing of Notices of Violation with / without penalty assessment, and Warning Notices as warranted.

8.Inspects and monitors fugitive dust and fugitive odor / vapor emission sources as well as burn permitted and non-permitted open burning sites for regulatory compliance.

9.Evaluates site suitability for issuing of Controlled Burn Permits.

10.Performs other related duties as required or directed.

KSA's

KSAs -

1.Knowledge of technical terminology in air pollution and related environmental fields.

2.Knowledge and ability to learn and interpret environmental rules and regulations, including asbestos, Stage I Vapor Recovery Systems located at Gasoline Dispensing Facilities, dust and odor regulations and other related rules and regulations.

3.Ability to investigate and evaluate environmental projects for regulatory compliance and public health safety.

4.Ability to research, prepare and develop inspection reports and enforcement cases.

5.Ability to communicate effectively in written and verbal form.

6.Ability to work well with others and to be able to respond to citizens in a positive manner.

7.Proficient in Microsoft Word, Excel and PowerPoint and working knowledge of Geographic Information System (GIS) software.

Physical Requirements

1.Must pass a physical examination.

2.Must be able to walk on rough, uneven terrain, and ascend stairs.

3.Must be physically able to perform field inspections.

4.Must be able to work in all types of weather.

Special Requirements

1.Must possess and maintain a valid Tennessee driver license or secure one by date of employment.

2.Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.

3.Must be able to travel within Shelby County as required.

4.Must be able to certify as a Visible Emissions Evaluator within six (6) months of employment.
