Job Summary : The Division Manager of Heavy Civil Construction is responsible for overseeing the daily operations, project execution, financial performance, and strategic growth of the heavy civil construction division. This role requires a hands-on leader with extensive experience in infrastructure projects, including highways, bridges, tunnels, water treatment facilities, and other large-scale public and private works. The Division Manager will ensure projects are delivered on time, within budget, and in compliance with safety and quality standards.

Key Responsibilities :

Strategic Leadership & Business Development :

  • Assist in developing and executing strategic plans to drive growth and profitability in the heavy civil construction sector.
  • Identify new business opportunities, partnerships, and client relationships to expand the company’s market presence.
  • Stay abreast of industry trends, regulations, and market dynamics to position the company for success.

Operations & Project Management :

  • Oversee project execution, ensuring adherence to timelines, budgets, and quality standards.
  • Implement operational policies and procedures to enhance efficiency and effectiveness.
  • Work closely with project managers, engineers, and site supervisors to optimize project workflows.
  • Ensure compliance with federal, state, and local construction laws and regulations.
  • Financial & Budgetary Oversight :

  • Assist in developing and managing budgets, financial forecasts, and cost-control strategies.
  • Monitor project financials, ensuring profitability and alignment with corporate financial objectives.
  • Support contract negotiations and procurement agreements to maximize cost savings and risk mitigation.
  • Safety & Quality Assurance :

  • Promote a strong safety culture, ensuring all projects comply with OSHA and company safety standards.
  • Implement quality control measures to maintain the highest level of workmanship and client satisfaction.
  • Support safety audits and incident investigations as needed.
  • Recruit, mentor, and develop a high-performing team of construction professionals.
  • Foster a collaborative and inclusive work environment that supports employee growth and retention.
  • Conduct performance evaluations and provide leadership training opportunities.
  • Qualifications & Requirements :

    Education & Experience :

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field (Master’s degree preferred).
  • Minimum 10+ years of progressive experience in heavy civil construction, with at least 3+ years in a management role
  • Proven track record of successfully managing large-scale infrastructure projects ( $80M+
  • Strong knowledge of civil construction methodologies, equipment, materials, and best practices.
  • Proficiency in project management software (e.g., Procore, Primavera P6, or similar tools).
  • Financial acumen with experience managing budgets, financial reporting, and cost control.
  • Deep understanding of safety regulations, permitting processes, and environmental compliance.
  • Leadership & Communication :

  • Strong leadership, decision-making, and problem-solving skills.
  • Effective negotiation and contract management abilities.
  • Excellent verbal and written communication skills, with the ability to engage with clients, stakeholders, and team members effectively.
