We Require

Two years of professional experience in program or project management for emergency operations or public safety

Bachelor’s degree in Emergency Management or a related field

An equivalent combination of post-secondary education and / or job-related experience may substitute for the required education on a year-for-year basis

Experience utilizing the National Incident Management System (NIMS), Incident Command System (ICS), Comprehensive Preparedness Guide (CPG) 101, and Homeland Security Exercise and Evaluation Program (HSEEP)

Completion of FEMA IS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, IS-120.c, IS-230.d, IS-235.c, IS-240.b, IS-241.b, IS-242.b, IS-244.a, and IS-2200 or the ability to complete within one year of the hire date

Must possess or have the ability to obtain a valid Arizona driver’s license by the time of hire

We Also Value

Experience managing a training program, including organizing and delivering courses and coordinating between stakeholders

Experience managing equipment inventories that include capital assets

Technical proficiency in web-based programs like Mailchimp, Canva, Wix, and WebEOC, as well as data management and manipulation in Excel.

Developing and maintaining relationships with various Public Safety agencies and governmental organizations

Experience working in local, state, tribal, or federal emergency management

Experience working in an Emergency Operations Center during a disaster or emergency

FEMA Professional Development Series (PDS) and Advanced Professional Series (APS) Certificates of Completion

Project Management certification and / or demonstrated project management experience

Experience working in or with law enforcement and / or fire departments.

Experience developing, implementing, and evaluating policies and procedures to improve the processes effectively and efficiently in a large public jurisdiction.

Working knowledge and / or completed training relating to concepts of radiological / nuclear materials, Hazmat, or radiation detection.

Experience designing, coordinating, and executing drills, tabletop, and / or functional exercises utilizing HSEEP

Job Contributions

Lead the County’s STC training program by developing, coordinating, and / or conducting training, drills, and exercises

Maintain an inventory of capital and non-capital radiation detection equipment and accessory supplies

Ensuring proper management and upkeep of radiation detection equipment

Develop, coordinate, and evaluate emergency operations plans, preventative radiological and nuclear detection plans, and SOPs

Facilitate monthly committee meetings with STC partners, including forecasting projects, maintaining committee Charters, and collaborating with committee Co-Chairs

Provide on-site support for radiation detection missions to STC partners during special events

Assist in preparing and coordinating the County's all-hazards emergency and disaster-related preparedness, mitigation, response, and recovery plans and standard operating procedures / guides

Serve as a rotational duty officer for after-hours emergency support for jurisdictions, County partners, and Palo Verde Generating Station

Serve as essential personnel in the County, partner city, town, and tribal nation's Emergency Operations Center (EOC) during emergencies and exercises. Expected to respond to any emergency on a 24 / 7 basis

Working Conditions

This position is eligible for hybrid flexibility after a brief training period

Work a rotational schedule as an on-call duty officer, regularly, after hours, and on weekends

Deployment during adverse conditions to just about anywhere in our geographically large County and, further, through the Arizona Mutual Aid Compact, anywhere in the state

Emergency or incident response could include working evening or night shift positions

Setting up family assistance & reception centers, shelters, and other necessities. During these times of emergency, infrastructure will be affected (electricity, technology, etc.), and elevators, automatic door openers, etc., will be inoperable. Conditions at these locations can also range in weather, proximity to other individuals, and changing tasks

Exerting 50 - 100 pounds occasionally, 10 - 25 pounds frequently, or up to 10 - 20 pounds constantly

The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

Incumbent may be subjected to extreme temperatures, wetness / humidity, respiratory hazards, and noise and vibration
