Job Title : Compliance Manager

Classification : Exempt - (Not eligible for overtime)

Location : Brooklyn, NY (one position is shared between 585 Blake Ave and 2060 Pitkin Ave, the other at Linden Plaza in Brooklyn)

Summary / Objective :

Client is a rapidly expanding and dynamic property management firm focused on multifamily residential properties, dedicated to providing exceptional customer service and to building communities. With our recent growth, and ongoing expansion plans, we are seeking a Compliance Manager for an affordable housing property in Brooklyn, NY.

The Compliance Manager will work from the on-site management office in East New York, Brooklyn and will be responsible for overseeing the certification process, ensuring its timeliness, and verifying that all move-in files adhere to compliance standards set by City, State and Federal programs such as LIHTC, HPD, HDC, Mitchell Lama, and Section 8. In addition, the Compliance Manager will conduct onsite training and be in charge of preparing for any audits that may occur.

The objective of the role will be to ensure that the Property continues to remain in compliance with all regulatory guidelines pertaining to annual recertifications, leasing, tracking and compliance reporting. The ideal candidate will be HUD certified, an independent worker, self-starter, takes initiatives, detailed-oriented, a good multi-tasker, has good customer service skills, has great communication skills both verbal and written and maintains a professional demeanor at all times. The Compliance Manager will report to the Director of Compliance.

Essential function / Responsibilities, duties include but are not limited to the following :

Lead and direct the work of Recertification Specialists to meet all compliance needs, including recertifications, rent registrations and lease renewals.

Review Recertification Specialists work and assign work (i.e. - mailing of recert requests, reviewing additional info letters against files, etc.).

Complete full annual recertifications for properties within their portfolio, as needed.

Contact, process and move in applicants as per Mitchell-Lama, PBV and LIHTC regulations.

Maintain waiting lists in accordance with Mitchell-Lama and NYCHA, and any other applicable agency regulations.

Respond to various agency audits and / or requests.

Meet with residents as needed (i.e. - to discuss incorrect lease charges, changes to household composition, recertification requests, etc.)

Assist in reviewing lease charge discrepancies and provide analysis / corrective actions with the Accounting team.

Approve of all move-ins for assigned sites.

Maintain the recertification tracker to ensure timely completion of all assigned certifications.

Ensure annual rent increases, utility allowances, BBRI's are filed timely and correct data is being used throughout assigned portfolio.

Meet with site manager and Recertification Specialist periodically to discuss property needs and develop strategic team approach in achieving compliance goals of no terminations for the assigned site(s).

Oversee the processing of all Section-8 lease renewals using Yardi software, ensuring timely submission and accuracy of all documentation to respective Section-8 agencies.

Ensure proper leases are signed by residents and submitted online to the City and NYCHA as necessary, in a timely manner.

Prequalify income and screen applicant referrals for unit vacancies.

Track and maintain all transfer inquiries and collaborate with NYCHA on processing requests.

Handle the collection of first month rent payments and security deposits at move-in, assisting residents with annual and interim recertification requests to PHA.

Complete review and updating of Tenant Selection Plans for assigned properties.

Perform additional duties as assigned / needed by Director of Compliance based on needs or special projects.

Requirements :

Minimum 5 years experience in the field of Property Management, including experience with Mitchell Lama and Section 8 compliance.

High School diploma OR GED; Some college, preferred.

Experience supervising staff.

Familiarity with affordable housing.

Understanding of annual certification.

Proficiency with Microsoft Office Suite, particularly Word, Excel, and Outlook

Yardi software experience a plus.

Proven ability to lead and manage teams in a fast-paced environment.

Strong organizational, communication, and interpersonal skills.

Notary Public is preferred.
