Job Duties
NOVA VDOT is seeking a Contract Manager to manage the District Contract Administration Office. The candidate will efficiently administer construction, maintenance, and other roadway contracts; to follow contract proposals from the bidding stages through financial close-out, and processing contractor and consultant payments in accordance with the Prompt Payment Act.
Responsibilities include but may not be limited to :
Manage the processing and approval of payment vouchers, analyze errors, and make corrections. Verify information provided on vouchers and supporting documentation is accurate and complete. Manage post construction activities including the preparation of final vouchers.
Utilize the Cardinal Financial Management System, Site Manager, AASHTOWare Project, IPM, PCES, Transport System and other computer systems to track and communicate financial status of the construction program to the Project Controls Manager & District Construction Engineer (DCE).
Manage data entry into various VDOT databases; Initiate contracts in the AASHTOware Project (AWP); enter work orders, update project schedules and enter additional items in AWP; serve as technical expert for AWP; resolve system and user related problems.
Responsible for timely and accurate data entry for the District Project database, Construction Activity Report and District off-site storage database. Ensure project budget information is entered into CERS monthly.
Develops and maintains various monthly reports associated with the management of the construction program. Reviews work orders & force accounts for compliance and accuracy. Audit charges to projects and takes necessary steps to correct discrepancies.
Develop and monitor consultant contracts for the Northern Virginia Construction Division. Monitor and forecast the allocated and future funding needs for the Northern Virginia Construction Division. Develop processes and ensure financial accountability and appropriate monitoring of contract expenditures.
Develop timeline for the development of contracts. Create and provide financial and performance reports to the Project Controls Manager & DCE and participate / advise in contracting / funding strategy.
Manages and performs all functions of the District Contract Manager related to reviewing, preparing and submitting the Final Estimate. Manages and performs NOVA Construction’s responsibilities for project financial closeout process.
Provide leadership and guidance in the delivery of contract administration services in the district.
Supervise staff in performance of program tasks and ensure compliance of construction activities related to program areas. Manage district project records and ensure compliance with records retention program. Manage final audits and other close-out project activities. Assist others in responding to FOIA requests.

Minimum Qualifications
Experience applying engineering construction principles and practices, highway construction processes, and quality assurance and quality control methods.
Experience applying state and federal standards related to highway construction, constructability review processes and practices, and problem resolution methods.
Experience with financial procedures related to construction, maintenance and public contracting.
Ability to read and comprehend the laws related to transportation as reflected in the Code of Virginia.
Skill in the use of computers and software applications to include automated financial and construction management programs.
Additional Considerations
Virginia Contracting Officers (VCO) Certification.
Skill in Excel and managing complex spreadsheets.
A combination of training, experience, or education in Business, Contract Administration, construction management, engineering, or related field desired.
Experience applying supervisory principles and practices to include performance management.
