System and Planning Engineer

This full-time position reports to the Manager of Engineering and System Planning and is located at the Ed Fischer Operations Center, 8600 NE 117th Avenue, Vancouver, WA 98662.

WHAT YOU WOULD DO :

This position involves both collaborative and independent work within a small team, focused on the planning, design, construction, operation and maintenance of Transmission, Distribution, Substation, material / construction standards and SCADA systems. The position also includes developing project budgets, contracts, overseeing projects and working closely with customers and other departments to ensure utility goals are achieved.

Duties include but are not limited to :

• Review, design and enhance coordinate protection and control schemes, develop relay settings for Substation, Transmission and Distribution equipment
• Perform studies and document compliance for NERC protection requirements and transmission planning criteria
• Develop system one-line diagrams, schematics and wiring diagrams for system improvements projects
• Develop testing, procedures and commissioning plans for equipment to ensure proper operation
• Provide technical assistance for the installation, operation, and maintenance of the SCADA system and System Operators
• Review system events for proper operation and develop plans to address any mis-operations
• Provide technical support to Engineering, Operations and Purchasing

QUALIFICATIONS :

Must have a Bachelor of Science degree in Electrical Engineering, prefer a minimum of 3 years of experience in system fault analysis to determine project relay requirements, protective relay settings and strong computer skills with a working knowledge of Microsoft Office programs. The preferred qualifications include experience with SEL relays, ASPEN OneLiner and Power World with a working knowledge of the Portland / Vancouver area. The ideal candidate will demonstrate the ability to work cooperatively with others, including effectively presenting information, responding to questions from other employees and customers and having effective written and oral communication skills. Must have a valid driver’s license.

SALARY :

Salary ranges are market based and established annually. Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range based on qualifications and experience.

Associate System and Planning Engineer Minimum : $81,015 Midpoint : $98,635 Maximum : $116,256

System and Planning Engineer Minimum : $92,056 Midpoint : $114,591 Maximum : $137,126

Senior System and Planning Engineer Minimum : $105,196 Midpoint : $133,529 Maximum : $161,864

Consideration will be made for a Principal Engineer based on outstanding experience and qualifications.
