Job description

STATE PROFILE SUMMARY : Leads and assists in one or more of the following areas : OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves at an assistant office head level to professionals providing professional support in one or more areas listed.

Position Specific Duties : State Safety Oversight Technical Manager provides advanced assistance to the State Safety Oversight Program Manager and Administrator in the management and supervision of the State Safety Oversight Program. The State Safety Oversight Technical Manager works with the SSO Program Manager to determine goals, objectives, and priorities to meet the requirements of the FTA's State Safety Oversight regulations, and assure compliance with the requirements of 49 U.S. Code 5329 Public Transportation Safety Program / Fixing America's Surface Transportation Act (FAST Act) Sections 3013, 3020, 3021, 3022; and 49 CFR Part 674,49 CFR Part 672,49 CFR Part 673,National Public Transportation Safety Program, National Transit Database, and the Official Code of Georgia Annotated Title 32 Chapter 9 Section 32-9-10; provides assistance, guidance, and professional expertise in reviewing and commenting on Rail Transit Agency documents, plans and reports submitted to the State Safety Oversight Program; provides professional assistance and guidance in conducting, reviewing and compliance with independent, regulatory, and third-party audits and / or reviews; provides the SSO Program Manager with technical and advanced experiential assistance to ensure compliance and cooperation for on-site visits during audits and / or reviews; monitors consultant staff providing technical support to the SSO Program to assure performance, level of effort and technical appropriateness; monitors deliverables against actual completed activities, reviews technical documents as required; and manage in-depth and ongoing approaches to risk based inspection and data analysis ofoperations and maintenance activities, as well as the safety management systems in place throughout the Rail Transit Agency; manage technical staff and consultants to ensure compliance, and professional oversight of the subject Rail Transit Agency; and to provide assistance in successful project managementensuring the scope is delivered within schedule and budget. The State Safety Oversight Technical Manager reports to the State Safety Oversight Program Manager and Administrator.

STATE ENTRY QUALIFICATIONS :

  • Bachelor's degree in a related field AND related leadership experience.
  • OR Associates' degree in a related field, leadership experience OR One year at position equivalent.

AGENCY SPECIFIC QUALIFICATIONS :

  • 5 years of experience in leading, directing, and managing professional staff and consultants in the development and completion of capital rail or transit projects or related transportation systems
  • 5 years of experience in project management, including tracking of project budgets and schedule, in accordance with federal and state transportation laws and regulations
  • 5 years of experience developing project scopes of work, budgets / estimates, schedules, and contracts for various transportation or intermodal programs
  • 5 years of experience managing rail or transit contractors and consultants, including inspection of work
  • 5 years of experience managing projects and safety and security programs in accordance with federal and state transportation laws and regulations
  • 5 years of experience monitoring and reporting on federal and state proposed legislation for impacts on fixed rail operations, regulations, or funding
  • 5 years of experience coordinating with local, federal, and state agencies in the delivery of a rail or transit program
  • 5 years of experience administering federal grants projects for transportation programs, which may include, but are not limited to, Federal Railroad Administration (FRA), Federal Transit Administration (FTA), or Federal Highway Administration (FHWA); including maintaining electronic records of all activities and grant reports
  • 5 years of experience communicating information orally and in writing to program internal and external customers
  • Current Public Transportation Safety Certification Training Program (PTSCTP) OR Transit Safety and Security Program (TSSP) Certification from the Transportation Safety Institute or current enrollment in the program and the ability to become certified within one (1) year.
  • AGENCY PREFERRED QUALIFICATIONS :

  • Master’s degree from an accredited college or university in a related field
  • 10 years’ experience managing a state Rail Safety Oversight Program under 49 CFR 659 and / or 674, OR managing a Safety Department for a public heavy and / or light rail system.
  • Current certification by the Board of Certified Safety Professionals as an Associate Safety Professional (ASP) or a Certified Safety Professional (CSP)
  • Registered Professional Engineer in the State of Georgia or as an Engineer-in-Training
  • Project Management Professional (PMP) certification
  • 10 years’ experience managing federally funded rail, transit, or safety and security transportation programs
  • 10 years’ experience administering FTA Grant funds
  • Experience interacting with others to influence, motivate, develop, and challenge them
  • Experience developing, preparing and writing responsive comments, correspondence, and reports concerning Program deliverables, Federal Grant management and expenditures.
  • Experience in written and oral communication corresponding with multi-state, federal, local and agency laws, regulations (including environmental) and policies, procedures and other information regarding Departmental issues to other agencies, public officials, the general public and others.
