JOB SUMMARY

Under general direction, responsible for overseeing the Title I, Part A program at the campus level. Provides trainings, materials, and resources to Title I Campus Contacts to ensure they remain in compliance with Title I documentation requirements. Manages the Title I Crate by researching Title I legislation and ensuring it is reflected in the requirements listed in the Title I Crate. Develops financial reports, as requested.

MAJOR DUTIES & RESPONSIBILITIES

1. Maintains the Title I Crate to ensure compliance with Title I, Part A legislation. Ensures access is granted to all Title I Campus Contacts. Reviews documentation for compliance with TEA requirements.

2. Calculates stipend payments for Title I Campus Contacts based on documentation submitted to the Title I Crate.

3. Reviews and processes Title I, Part A shopping carts while ensuring all requested items are allowable expenses with Title I, Part A funds.

4. Receives and processes requests for capital outlay. Ensures all capital outlay requests are submitted to and approved by TEA. Tracks all capital outlay requests and purchases.

5. Oversees ESSA, formula, competitive grants, local grants, donations workflow process, documents procedures, and manages all aspects of process implementation.

6. Develops and maintains monthly financial reports for formula and discretionary grants.

7. Reviews and updates the State and Federal procedures manual.

8. Develops and maintains PowerPoint presentations for various trainings and meetings. Develops and maintains training materials and resources.

9. Performs school budget analysis, reporting, ensures account coding compliance and best practices processes to maximize the impact of fiscal resources and ensures compliance with federal, state, and local procedures and guidelines.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

10. Monitors spending for Title I, Part A campus program budgets.

11. Ensures compliance with local, state, and federal grant spending guidelines.

12. Manage and maintain records and databases of all ESSA funded programs and participating campuses for TEA and federal government use.

13. Collaborates with schools to ensure that district and campus goals and action plans are in compliance with federal and state policies and procedures that govern the programs.

14. Ensures required parent notifications are distributed to all campuses and parents by set deadlines.

15. Provides budgetary support to unit campuses in the grant budget development, amendment and closeout process.

16. Supports the unit team in understanding and addressing financial management challenges and engages in various continuous improvement initiatives.

17. Responsible for assisting in the development, monitoring and refining of KPI’s for the role and the unit.

18. Performs other job-related duties as assigned.

EDUCATION

Master’s Degree

WORK EXPERIENCE

5 Years Experience working and leading cross-functional teams or projects.

SKILL AND / OR REQUIRED LICENSING / CERTIFICATION

SAP preferred, Microsoft Office, Office equipment (e.g., computer, copier) Advanced Excel and PowerPoint preferred.

Ability to pay close attention to detail and accuracy.

Ability to implement effective workflow processes and procedures; follow chain of command.

Willingness to take initiative, high level of self-motivation, and easily works independently or as part of a team;

LEADERSHIP RESPONSIBILITIES

  • Work Leadership.
  • Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility.
  • Leading and directing typically involves monitoring work and providing guidance on escalated issues
  • Some of work time is spent performing many of same duties they are leading.

WORK COMPLEXITY / INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

Compiles and organizes data and figures.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS

Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.

COMMUNICATION / INTERACTIONS

Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information / policies, and provide initial screening / negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

May be required to travel to Division campuses.

CUSTOMER RELATIONSHIPS

Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.

WORKING / ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.

Ability to carry and / or lift up to 15 pounds.
