About this Position :   The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking an Illinois-licensed Deputy Legal Counsel to assume responsibility for advising the Director of IEMA-OHS and the agency overall on legal issues regarding Emergency Management matters affecting the State of Illinois. This position will serve as the principal legal advisor to the Chief Legal Counsel for IEMA-OHS and will be responsible for advising and making determinations on various legal and policy related issues. The individual in this role will also work with private and public organizations, officials of other agencies, and / or officials of other states and the federal government to help achieve satisfactory resolution of outstanding issues of mutual interest.     Essential Functions

  • Serves as the principal legal advisor to the Chief Legal Counsel for IEMA-OHS functions / programs and policies.
  • Prepares, oversees, and coordinates administrative litigation, administrative review cases, or other litigation.
  • Drafts rules, policies and interpretations and analyzes and provides day-to-day advice regarding various statutes pertaining to IEMA-OHS programs, policies, and procedures.
  • Designs, conducts, and coordinates investigations into allegations of employee misconduct, and necessary background checks both internally and externally subject to appropriate laws and regulations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
  • Minimum Qualifications

  • Requires the completion of a law degree from an ABA accredited law school and a license to practice law in Illinois.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the practice of law.
  • Preferred Qualifications

  • Prefers six (6) years of working knowledge of common laws; Federal and State Laws, and regulations pertaining to emergency management.
  • Prefers four (4) years of experience developing and maintaining cooperative working relations with a wide range of professionals from a variety of local, state, and federal organizations.
  • Prefers four (4) years of working knowledge of legal methods, practices, and procedures in a government entity.
  • Conditions of Employment

  • The ability to use state issued equipment, such as a cell phone or laptop.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required / mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Essential Personnel : This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard of declarations of liberal leave or government disclosure due to weather, protest, and acts of terrorism or lack of funding.
