About The Role :

We are seeking a Deputy Director to lead the administration of the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) for the California Air Resources Board (CARB). HVIP is a pioneering incentive program that accelerates the adoption of clean commercial vehicles by providing point-of-sale discounts on zero-emission trucks and buses. The Deputy Director will oversee program strategy, team management, execution, and continuous improvement to ensure effective deployment of funds, stakeholder engagement, and alignment with CARB's goals.

What You Will Be Doing :

  • Program Leadership & Administration : Lead day-to-day management of HVIP, ensuring smooth operations and compliance with CARB requirements.
  • Oversee program policies, processes, and reporting to maximize impact and efficiency.
  • Drive continuous improvement, identifying opportunities to enhance program accessibility and effectiveness.
  • Collaborate with CARB and key stakeholders to align HVIP with California's clean transportation objectives.
  • Stakeholder Engagement & Communications : Develop and maintain strong relationships with CARB, manufacturers, fleet operators, and other key partners.
  • Represent CALSTART and HVIP in public forums, industry conferences, and stakeholder meetings.
  • Oversee outreach and education efforts to promote program awareness and participation.
  • Team & Budget Management : Lead and mentor a team managing program operations, policy development, and stakeholder engagement.
  • Ensure program budget aligns with funding requirements and delivers maximum impact.
  • Oversee data tracking, analysis, and reporting to CARB and other stakeholders.

What You Bring To The Table :

  • 8+ years of experience in program management, policy administration, or a related field.
  • Expertise in clean transportation, incentives, or environmental policy preferred.
  • Strong leadership, strategic thinking, and stakeholder management skills.
  • Experience managing large-scale budgets and complex projects.
  • Excellent communication and public speaking abilities.
  • Bachelor's degree in Public Policy, Energy, Environmental Science, Business, or a related field required; Master's degree preferred.
  • Salary : $105,630 - $120,260 a year. CALSTART values transparency and strives to provide as much information regarding compensation as possible. Pay is determined based on several factors, including but not limited to job-related skills, qualifications, experience, education, internal equity, and other factors relevant to the job.
