License and Certification Qualifications : Licensed through the Board of Nursing in Georgia as a Registered Nurse with Cardiopulmonary Resuscitation (CPR) certification required.
Education Qualifications : Bachelor of science degree in nursing required.
Experience Qualifications : Three years experience working in a hospital, related medical facility, home health care, or public health required. Supervisory / leadership experience required. Pediatric experience in the aforementioned medical areas preferred.
Skills Qualifications : Effective leadership, problem-solving, and negotiation skills; knowledge of medical and psychiatric diagnoses and treatment modalities; knowledge of assessment and evaluation protocols and procedures; knowledge of Individuals with Disabilities Education Improvement Act (IDEIA) rules and regulations; ability to work independently; ability to communicate effectively with the public, students, parents, physicians, and staff; and the ability to work successfully with colleagues.
Primary Responsibilities : Develop, coordinate, implement, and evaluate the Direct Care Nursing program and assist the Human Resources Division and local school administrators in the recruiting, screening, hiring, training, and supervising of registered nurse candidates who are qualified to provide services to students who require direct care nurses as part of their Individual Education Plans (IEPs) in order to attend school in a safe, supportive environment.
1. Coordinate and evaluate the delivery of effective and appropriate medical support to students with disabilities.
a. Ensure the district provides services to those medically fragile students who require nursing services who could not attend school otherwise.
b. Ensure the district remains in compliance with the student's IEP.
c. Ensure the district follows IDEIA regulations in regards to the related service of nursing.
2. Coordinate and provide leadership in the development of guidelines and procedures for the Direct Care Nursing program for the district.
3. Coordinate and maintain a full complement of direct care nurses.
a. Recruit, interview, hire, and retain valued personnel throughout the school year and during the summer when students attend Extended School Year (ESY).
b. Assess and evaluate the performance of direct care nurses through on-site evaluations and surveys, completed by local school personnel, and audits of student files / records and reviews of daily medical documentation.
c. Maintain a substitute list of qualified, trained registered nurses to allow the student to attend school should the regular direct care nurse need to be absent.
4. Provide 24-hour access to nurses / families for staffing dilemmas and illnesses to ensure the student attendance goes uninterrupted.
5. Coordinate and supervise the schedule of each nurse to ensure his / her skill base complements each student's medical needs.
6. Develop and conduct on-going orientation and determine / provide for professional learning needs of department.
a. Coordinate home visits for staff for introductions and a direct review of the student's medical needs.
b. Orient staff to the school setting including the facility, location of medical equipment, and introductions to local school staff.
c. Provide staff with all required medical authorizations and related paper work.
d. Collect and review monthly nursing services summary reports and bring to the attention of the school principal any concerns related to services.
7. Develop and facilitate the delivery of appropriate pediatric medical and professional learning opportunities for staff.
8. Guide and support local school IEP teams, administrators, teachers, and parents in regards to medical issues and impact of disability on educational performance.
a. Develop health management plans and provide support related to nursing services and evaluations.
9. Support local school staff with litigious and difficult IEP meetings and challenges concerning nursing services.
a. Attend student IEP staffing meetings as part of IEP team, when professional skills of a registered nurse are necessary in the assessment process.
b. Assist in the assessment process to determine need for direct care for medically fragile students.
c. Attend IEP meetings, resolution conferences, mediations, hearings, and assist school board attorney as needed.
10. Serve as the liaison with other departments and divisions, parents, and physicians.
a. Communicate regularly with parents to discuss concerns, assess medical needs, and provide parent education as needed.
b. Ensure the services provided continue to be sufficient and appropriate.
11. Coordinate payroll functions to ensure staff is paid via miscellaneous payroll.
12. Supervise and monitor operations of high-tech medical equipment.
13. Ensure all credentials (i.e., state licensure and CPR re-certification) are maintained by staff.
14. Ensure medical documentation is maintained for each student.
15. Perform other duties as assigned.
Physical Demands :
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk.
