Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the supervision of the Agricultural Program Supervisor II (APS II), the Staff Services Analyst (SSA) performs a broad range of analytical and technical duties that require extensive knowledge of the PD / EP Branch operations, personnel requirements, policies, and issues. Incumbent completes and reviews the processing of technical documents, forms, and files of a semi- technical nature, must work well under pressure, establish and maintain effective working relationships, make appropriate decisions and well thought out recommendations, work independently in completing assigned work, and meet required deadlines.

  • Coordinate with PD / EP contract manager and field staff preparing purchase order requests, securing quotes, and obtaining information regarding product

needs from field staff.

  • Update and maintain a vendor list for use by all PD / EP field staff including Small Business / Disabled Veterans and other vendors throughout the state.
  • Closely monitor the FI$CAL system to analyze monthly revenue and expenditure reports to identify and resolve inconsistencies and report to Branch
  • management for monthly budget reporting.

  • Assist Branch management with the development and review of the Branch budget through the analysis of revenues, expenditures, and projections; including
  • monitoring due dates, reviewing proposed budget, and analyzing significant changes.

  • Research, analyze, and monitor budget reports, encumbrance reports, and personnel services reports for correctness and accuracy. Resolve discrepancies
  • as needed.

  • Coordinate and maintain the field office fleet program as organized and tracked by PD / EP field staff (monthly auto log reports, Valid all Vehicle (VAV)Voyager
  • Inventory, Survey / Transfers) and report monthly to Branch staff.

  • Provide instructions for administrative functions to all seasonal and permanent staff to guide progress with projects and / or field office assignments.
  • Provide ongoing and concise updates to management on projects and work products to keep management informed of work status.
  • Review and process all departmental administrative forms and / or documents (e.g., billing statements, applications and hiring / separation packets, accident reports, Monthly Activity Calendars (MACx), Leave Activity & Balances Reports (LAB), timesheets, travel) for completeness and / or accuracy.
  • Coordinate with the Agricultural Program Supervisor II to complete assignments with stringent deadlines and ensure all commitments and efficiency standards are met.
  • Prepare Request for Personnel Actions (SO-12), duty statements, justification memos, organizational charts, and other documents for permanent and seasonal positions.
  • Analyze and evaluate program effectiveness and advise management on changes in policies, methods, and procedures as needed.

    Working Conditions

    The duties of this position are primarily indoors. The incumbent works in an open office space that is in close range to work stations of the other support staff. The office is equipped with a telephone and a computer with various desktop applications. A multifunction printer is located within the immediate workstation area. The office is also equipped with an adjustable roller.

    This position does not offer Telework.

    A valid government-issued photo identification is required to access the work location. After May 6, 2025, all employees at the work location will be required to possess a US Passport, US Passport Card, US military ID, or other federally compliant ID such as a California-issued Real ID Drivers License or Identification Card.

    Special Requirements
