Position Overview
The Office of Employee Services (OES) supports the work of all school-based and Central Office staff and is comprised of the following teams :
- The Benefits and Compensation team is responsible for the following : administering and encouraging adherence to a consistent classification grading philosophy; ensuring that DCPS administers compensation policies consistently and pursuant to relevant legislation and collective bargaining agreements; providing support to units during reorganizations, RIFs, and other periods of hire, transfer, promotion, and demotion; conducting classification reviews, administering position audits, and approving position descriptions; offering retirement counseling, guidance, and advanced planning; and administering the agency’s health, life, tax shelter, flexible spending, and supplementary benefits plans.
- The HR Information Systems and Records Management team ensures systems data integrity, manages the data reporting function, processes personnel actions in PeopleSoft, provides position management support for schools and Central Office, provides time and labor support, and manages the personnel filing system for all DCPS employees. The team also serves as a key HR partner to external agencies like the Office of the Chief Technology Officer (OCTO), the DC Office of Human Resources (DCHR), and the Office of Pay and Retirement Services (OPRS).
- The Employee Experience (EE) team provides all new employees with robust onboarding support and leads the development and implementation of resources, workshops, and events designed to support employee needs. EE also supports procedural compliance related to background clearance checks for DCPS employees and manages additional support functions including the Employee Services helpline, walk-in visitor reception, and employee offboarding processes.
- The HR Systems Development team manages the design, development, and overall strategy of several technical applications managed by Central Office teams. This technical team ensures that data is accurate and integrated between systems. It seeks to use applications and their data to improve and fine-tune processes so that the agency can accomplish its work efficiently and DCPS employees are empowered to easily use these systems.
- The Strategic Staffing team is responsible for hiring for all positions in DCPS. The team provides budgeting support, works with principals and supervisors to develop their staffing plans and personnel budgets, and works with employees, principals, and hiring managers on staffing changes.
- The Instructional Talent Acquisition and Retention division is responsible for the recruitment, selection, and retention efforts for educational aides, related service providers, instructional coaches, and teachers. This work includes nationwide recruitment to ensure that DCPS has excellent educators who are able to serve the diverse needs of our students.
The Manager, School Staffing will design and lead the implementation of comprehensive staffing plans, develop and refine innovative operational processes, and work directly with principals to improve their staffing plans. The Manager is part of a team that hires and maintains highly qualified candidates and employees to serve students in 118 schools within DCPS. The Manager manages four coordinators on the Strategic Staffing team toward their ambitious goals around school staffing quality and efficiency. The Manager also is responsible for designing accountability metrics for the team; reporting on those metrics to management; and as needed serving as the spokesperson for the team in agency-wide accountability forums such as School Opening School Stat and other forums.
The Manager, School Staffing will report to the Director, Strategic Staffing.
Essential Duties and Responsibilities

Leads the management of the school-based staffing team in implementing a customer-service oriented, efficient, and high-quality approach to school staffing.Directly manages a team of four staff members, and coordinates the involvement of other full- and part-time staff in the staffing process.Drives the team to reach ambitious goals by determining clear, specific performance metrics; analyzes relevant data; tracks progress; and intervenes as necessary to ensure success.Collects, analyzes, and presents staffing data for analysis and decision-making, including reporting to management.Builds relationships with school leaders, teachers, and district staff to develop a deep understanding of the unique needs and cultures in schools across the district.Identifies opportunities for collaboration with other central office teams to improve support to schools and streamline processes.Develops and implements trainings for team members and key stakeholders.Responds effectively to requests form internal and external DCPS stakeholders.Establishes operations goals and makes periodic evaluations of progress to determine the need for adjustments in school staffing strategy.Manages communication strategy with new employees through the staffing process.Leads the school-based staffing team's research agenda, including managing relationships with external researchers to analyze the effectiveness of various components of season business cycle processes.Works in an extremely fast-paced environment, under tight deadlines, and with multiple responsibilities, including working a non-standard tour of duty during busiest periods.Liaises with successful applicants, other departments in the Office of Resource Strategy, school leaders, and others to ensure that applicants are well matched to schools and district staffing needs are met.Qualifications
Bachelor's degree and four to six years of related work experience, including specific experience in recruitment, selection, hiring, onboarding, and / or human resources, plus experience managing others, preferred.Master's degree preferred.Previous exposure to or experience in the education sector a plus.Computer proficiency, including QuickBase, Salesforce, PeopeSoft, and MS Office Suite.Strong oral and written communication skills, and ability to communicate effectively with individuals at all levels of the organization.Ability to manage, integrate, and analyze data from multiple and complex sources.Skilled in establishing and maintaining strong interpersonal relationships with a diverse set of stakeholders, collaborating with others, and working in teams.Deep commitment to professional growth and learning, and proven ability to thrive in a culture of continuous feedback.
