Job Title : Sr. PM Project Manager / Technical Analyst

JOB DESCRIPTION
The client is currently seeking a candidate to work within the client IT Project Management Office (PMO) to provide project management and technical analyst services in support of a joint agency project with the Mississippi Division of Medicaid (MDOM). The position will also assist with client agency modernization initiatives in compliance with federal and state regulations. The prospect should be a proven resource that can be effective in multiple technical and business specialties while focusing on project requirements (scope, schedule, budget, etc.). This resource would provide intra-agency project leadership to organize and track multiple project phases, with multiple vendors, business stakeholders, and technical teams while achieving defined implementation goals. The applicant will also operate as a technical analyst providing guidance to vendor teams and clarifying client requirements and needs to vendors. The prospect will coordinate state team briefings, status reports, and strategic planning sessions to achieve agency initiatives. The resource must be proficient with Microsoft Office tools such as Project, Word, Excel, SharePoint, Teams, and PowerPoint. The candidate should have experience writing software design documentation and human services business processes. This position requires excellent business communications skills (written and verbal). The selected candidate will work across client program areas and interface with client and MDOM project managers, enterprise architects, business analysts, software development teams and business area subject matter experts.
REQUIRED SKILLS / EXPERIENCE
- The candidate must have a minimum of five (5) years’ experience leading medium and large-scale health and human service projects.
- The candidate must have a minimum of three (3) years’ experience as a management resource on joint state agency projects.
- The candidate must have a minimum of three (3) years' experience operating as a management resource on a multi-vendor, multi-module, multi-phase integration project(s).
- The candidate must have a minimum of three (3) years' experience acting as a technical analyst directly interfacing between state and vendor staff.
- The candidate must have a minimum of one (1) year of experience writing and participating in scoring Mississippi procurement proposals.
- The candidate must have a minimum of one (1) year experience of developing or directly reporting from a Microsoft Project schedule.
- The candidate must have a minimum of one (1) year experience of technical analyst experience writing requirements, developing design documentation, and directly engaging vendors to interpret requirements.
- The candidate must have a minimum of one (1) year experience directly acting as a technical analyst for the state bringing vendor decisions to the state and bringing state decisions to the vendor.
- The candidate must have experience integrating an identity index such as a master person index into an existing software infrastructure.
- The candidate must have experience integrating fraud and abuse detection into an existing software infrastructure.
- The candidate must have experience integrating a client focused human services benefit application and benefit account management web portal into an existing state eligibility infrastructure.
- The candidate must have experience integrating an Enterprise Service Bus (ESB) into a multi module infrastructure that includes State and external vendor modules.
- The candidate must have a strong knowledge of Software Development Lifecycle processes.
- The candidate must have experience working within an agile team environment.
