The Multnomah County Racial and Ethnic Approaches to Community Health (REACH) Program, housed within the Chronic Disease Prevention and Health Promotion Unit, implements a CDC-funded grant to advance health equity for local Black / African American / Black immigrant communities.

The program focuses on promoting food and nutrition security, expanding fruit and vegetable voucher incentive programs, ensuring safe and accessible physical activity, and providing continuity of care in breastfeeding support and immunizations.

The Program Supervisor is responsible for overseeing day-to-day operations, leading the planning and evaluation of grant goals and objectives, and collaborating with the ACHIEVE (Action Communities for Health, Innovation and Environmental Change) Coalition and external partners.

The ideal candidate should have proven ability to engage with diverse community members and organizations, familiarity with health disparities affecting the Black / African American / Black immigrant communities, and a strong understanding of cultural nuances and historical context.

As the REACH Program Supervisor , you will :

Team & Program Management

Provide day-to-day supervision of activities of a program; plan, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide or coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives.

Along with the REACH Principal Investigator, serve as the primary point of contact for the CDC.

Supervise program staff, including recruitment, training, mentoring, and performance evaluations.

Provide day-to-day supervision of activities of a program; plan, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide or coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives.

Provide leadership and direction for the REACH program, including developing strategic plans, assessments, performance measures, and goals.

Operations Management

Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.

Promote cultural competency within the program. Administer and evaluate program-specific policies and objectives.

Ensure financial management, needs assessment, and supervision of assigned staff.

Collaborate with stakeholders to develop evaluation frameworks and prepare comprehensive reports.

Ensure technical and program leadership to staff and contractors.

Provide technical assistance and support to program partners.

Performance, Grant and Contract Management

Review and prepare grants, contracts, and work plans.

In partnership with the Public Health Contracts team and program staff, develop, review and approve scopes of work.

Execute program services and operations.

Manage program budgets and grant applications.

Collaborate with stakeholders to design communication campaigns and policies.

Work with PHP Leadership to develop program budget, oversee existing and potential funding; coordinate contract development and selection, including program elements contained in requests for proposals, contractor selection and negotiating contract statements of work; and provide technical assistance and support to contractors and staff.

Community Outreach & Inter-Agency Management

Foster relationships with community-based organizations and leaders to enhance program outreach and impact.

Along with the ACHIEVE Coalition co-facilitator, support the development, growth and sustainability of the ACHIEVE Coalition, including ensuring collective impact and delivery of the grant deliverables.

Collaborate with partners to identify priority areas and develop culturally responsive interventions.

Manage complex inter-divisional and inter-agency strategic programs.

Represents the county in meetings and outreach activities.

Establish and maintain cooperative working relationships with a variety of community partners and leaders via contracts, memorandums of agreement and / or understanding.

Coordinates and implements public health strategies to improve population health across the life-course, through a shared risk and protective factor lens.

Respond to and resolve confidential and sensitive inquiries; provide expert guidance to other departments, the general public and / or outside agencies; investigate complaints and recommend corrective actions as necessary; act as representative on committees, interagency task forces, special projects, and other community outreach activities as assigned.

Minimum Qualifications / Transferable Skills

Education : equivalent to a Bachelor's degree from an accredited college of university in public health, healthcare administration, project management, public policy, political science, public administration or a related field.

Experience : and three (3) to six (6) years of professional and responsible experience performing project management, public policy, analytical or related work, preferably in a healthcare or chronic disease-related setting.

This would be demonstrated by knowledge of the traditions, values, and customs of the community being served as well as the ability to identify specific examples of experience (professional and lived) working directly with individuals and families who identify with the African American / African Immigrant / Refugee communities.

Proven ability to engage with diverse community members, leaders, and organizations within the Black / African American / Black immigrant communities to develop trust, build and maintain relationships, and facilitate collaboration for collective impact.

Familiarity with health disparities affecting the Black / African American / Black immigrant communities, including social determinants of health, structural inequalities, and systemic barriers to health equity.

Strong understanding of the cultural nuances, values, and historical context of the Black / African American / Black immigrant communities, with the ability to integrate cultural sensitivity into program planning and implementation. Demonstrated experience working directly with the Black / African American / Black immigrant communities in Multnomah County.

Ability to lead cross-functional teams, motivate team members and drive project success through effective communication, problem solving abilities and ability to adapt to changing project requirements, priorities and unforeseen challenges, while maintaining focus on project objectives

Strong organizational skills to manage multiple projects simultaneously, prioritize tasks and meet deadlines in a fast-paced environment.
