POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Procurement Analyst position is responsible for performing public procurement functions and supporting procurement activities across the organization. This position is responsible for the procurement of construction, supplies and professional services that are to be conducted in accordance with applicable laws, ordinances, rules and regulations.

The Senior Procurement Analyst performs highly complex purchasing duties with considerable independence and initiative, supporting project managers and City departments in their procurement needs. This position involves managing a wide range of procurement functions, demonstrating leadership, and providing recommendations on policies and procedures. While the role does not directly manage vendor performance, it assists. The Senior also provides guidance and mentorship to junior procurement staff.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

    Essential Job Functions, Duties, Responsibilities, and Tasks

    1. Procurement Process and Compliance

  • Understand and apply City procurement policies, procedures, and legal regulations, ensuring compliance with federal, state, and municipal laws
  • Independently prepare, execute, and manage competitive solicitations (IFBs, RFPs, RFQs, etc.) for a wide range of products and services; evaluate specifications and determine the best procurement methods, including use of cooperatives; review bids and proposals for compliance and assist in award recommendations
  • Ensure procurement efficiencies by processing solicitations and requisitions timely, accurately, and in compliance with City policies, standards, and applicable laws
  • Assist with resolving bid protests, vendor performance issues, and analyzing bidding exception requests
  • 2. Customer Service

  • Educate and collaborate with City staff on procurement policies and procedures
  • Build and maintain strong relationships with internal stakeholders, as well as vendors, suppliers, contractors, and consultants to meet the City's procurement needs
  • Educate vendors, suppliers, contractors, and City employees on procurement practices and procedures
  • Represent the City at local, regional, and national public purchasing organizations, promoting transparency and fostering positive external relationships

  • Continuously monitor changes in procurement laws, trends, and technologies, recommending adaptations to mitigate risks and improve procurement practices

    Physical Requirements

    Work is sedentary in nature and requires sufficient physical stamina and strength for :

  • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
  • Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
  • Frequent lifting, carrying, and pushing and / or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and / or pulling of up to twenty-five (25) pounds with dollies and carts
  • WORKING CONDITIONS

    This position offers the options of both hybrid and flexible work schedules. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies. Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed.
