Buckeye Partners is currently seeking a Senior Specialist , SHALLOW PIPE REMEDIATION with experience in pipeline, terminal or plant operations in the Oil & Gas Industry to join our growing team!
Role Summary :
The Sr. Specialist, Shallow Pipe Remediation is primarily responsible for the development, forecasting, administration, and planning of Buckeye's pipeline shallow pipe remediation program. This individual ensures that the Company's pipeline assets are maintained per all applicable local, state, and federal requirements.
Responsibilities & Essential Duties include :
Program Ownership. Provide all necessary planning and forecasting regarding shallow pipe remediation on Buckeye's pipeline rights of way.
- Risk Assessment. Analyze reported shallow pipe cases and assess the potential risk impact for the purpose of determining the appropriate remediation measures.
- Program Management. Manage and administer real property rights as assigned. Acquire, retain, and / or release necessary Land Use Limitation Agreements (LULAs). When LULAs cannot be executed, negotiate add cover projects or assign the matter to Buckeye's Integrity team as necessary. Assist as necessary with the administration of shallow pipe notification mailings.
- Contract Resource Management. Assist with the procurement of professional right of way and real estate services. Manage and oversee contract Right of Way & Real Estate Specialists in the administration of all program elements including, but not limited to the drafting, negotiation, execution, and / or release of LULAs, drafting and organization of supporting documentation, issuing of Sight Drafts, support of add cover or line lowering projects, manage depth of cover survey projects with assistanc from Asset Team, and settling property damages.
- Regulatory Compliance. Proficiently understand and apply the policies and procedures the Damage Prevention Procedure Manual and Right of Way Use Restriction Specifications and conduct Work Procedure Reviews as assigned.
- Budgeting . Work with the corporate Right of Way, Real Estate, & Damage Prevention Team to develop annual budgets with necessary justification for all shallow pipe remediation agreements, necessary second party contract support, and add cover projects.
- Monitor progress of agreement execution and remediation projects and update scope and financial forecasts no less than monthly.
- Customer Service . Engage field asset team personnel regularly to promote and educate on the shallow pipe program, gather shallow pipe data, ascertain project status and gather details for future projects.
- Right of Way and Real Estate Knowledge . Must possess experience in understanding, interpreting and applying right of way easements and other related legal instruments as well as contract language and law related to property rights. Periodically review and modify the applicable agreement templates as necessary.
- Procedure Ownership . Develop, maintain, and administer all necessary policies and procedures regarding shallow pipe remediation for the Company.
- Advancement & Sustainability. Identify, evaluate, and integrate new shallow pipe remediation techniques and technologies into program administration to improve overall program execution and limit risk remediation.
