Job Description
PURPOSE OF POSITION :
Under the direction of the Chief Nursing Officer or appropriate designee, with the broadest scope for the exercise of independent initiative and judgment, organizes, directs, plans, coordinates, and evaluates all nursing services and programs for the respective areas of responsibility
1. Develops, establishes, and implements the philosophy, objectives, policies, and standards of nursing practice in collaboration with the Chief Nursing Officer.
2. Organizes the service or department to delineate authority, functional responsibilities, and lines of communication.
3. Coordinates functions of nursing services with other disciplines; collaborates with administrative staff, other departmental staff, and representatives of allied groups in planning patient care services.
4. Assesses, plans, implements, and evaluates the orientation program (core and clinical).
5. Oversees the educational activities / programs based on the identified needs of the Nursing Department, performance improvement findings, quality of care gaps, trends in healthcare and professional nursing practice, regulatory agency standards and guidelines.
6. Coordinates with the Council of Nurse Educators for the Health System to incorporate new programs and initiatives at the local facility level.
7. Evaluates the educational process and activities / program success in meeting the needs of the patients / community, staff, and the organization.
8. Provides oversight for clinical simulation activities using the most current simulation technology.
9. Reviews and revises the competencies for the Nursing Department in collaboration with the unit / service leadership team.
10. Facilitates staff compliance in educational mandates in accordance to facility, departmental, and regulatory guidelines.
11. Leads, coordinates, and participates in organizational educational activities as needed.
12. Ensures that a record of staff educational activities are maintained in the departmental file.
13. Provides departmental reports on mandatory topics and other information as requested.
14. Coordinates and oversees the preceptor program - didactic component and ongoing preceptor support activities.
15. Leads the nursing policy and procedure councils, and ensures that departmental and divisional policies conform to the current standards.
16. Assists the departments in the development of policies, procedures, protocols, guidelines, and standards using evidenced-based research and literature.
17. Integrates evidenced-based outcomes and current literature in nursing practice.
18. Ensures nursing education is evidenced-based practice / research concepts and facilitates nursing involvement.
19. Participates in the development, planning, and implementation of new programs.
20. Responsible and accountable for monitoring, evaluating, and developing plans of correction for all aspects of patient care.
21. Responsible and accountable for setting goals and targets to meet all patient care, staff, departmental, and communicational goals, objectives, and strategic priorities
22. Responsible and accountable for ensuring staff have the necessary resources to provide excellent patient care services.
23 Responsible and accountable for staff engagement to support the strategic priorities of nursing, the department, and the organization.
24. Ensures staff have the appropriate education and competencies that are relevant to the practice.
25. Role models and ensures all staff adhere to the ICARE principles of the organization.
26. Ensures ongoing performance appraisal, competency development and validation of staff.
27. Sets high expectations for all staff, and ensures all staff are accountable and responsible for meeting the needs of the patient, department, and organization.
28. Partners with labor for all disciplinary actions
29. Provides counseling to nursing staff regarding adherence to all expectations of their role.
30. Participates in ongoing review of all personnel, OTPS and capital budgets, and exercises fiscal responsibility through the development of proactive action plans.
31. Develops, evaluates and monitors budget allocations in collaboration with Finance, and provides justifications for increases in resource allocations and or variances.
32. Plans and designs staffing models that are consistent with budgetary constraints and resources while meeting the needs of the department.
33. Projects budgetary needs and modifications for subsequent fiscal year based on patient census and / or projected new programs.
34. Ensures a safe and secure environment free of hazards to reduce risk of injury to all customers. (Patients. visitors and staff.)
35. Conducts risk assessments to reduce adverse events.
36. Addresses ail safety management issues accordingly.
37. Effectively utilizes the electronic as well as the paper medical record.
38. Participates In abstract writing for poster presentations in the area of specialty and other areas relevant to the service.
39. Ensures that JCAHO, CMS, DOH, and all other regulatory agency standards regarding the assessment of patients and other generic standards are implemented and in compliance.
40. Provides succession planning and mentoring to staff in preparation for line management roles.
Minimum Qualifications
1. Licensed and currently registered to practice as a Professional Nurse in New York State; and,
2. A Master's Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,
3. A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.
