The Global Head of Cost and Pricing is a critical member of PATH’s finance team. Reporting to the Global Head of Financial Planning and Analysis, this position manages a globally distributed Proposal Budgeting and Pricing team. Under this position’s leadership, these Cost and Pricing Officers oversee the development of cost proposals to a variety of international donors including the development of detailed budgets, budget narratives, cost / price analyses of partner budgets, partner budget negotiations in partnership with our program teams. The Global Head of Cost and Pricing also plays a critical role in communicating and negotiating with PATH’s key external donors, ensuring that PATH’s cost policies are clearly conveyed to and accepted by our important partners. The Global Head of Cost and Pricing cultivates and develops relationships both internally, with PATH staff members at all organizational levels, and externally, with our key donors. As PATH expands our global footprint to include new donors and geographies as a key part of our institutional strategy, the Global Head of Cost and Pricing analyzes and reviews innovative alternative financing models to ensure compliance with PATH’s cost policies.
Responsibilities :
Manage a globally distributed Proposal Budgeting and Pricing team, including hiring, training, motivating, coaching, and retaining team members.
Coordinate with the Business Development and Program teams on strategic issues involving competitive, realistic, and responsive proposal budgets, including alternative financing models for new donors and / or geographies. Ensure the programmatic teams are educated on donor requirements and regulations for all cost proposals.
Manage and enhance PATH’s internally developed, Excel-based Proposal Budgeting tool. Ensure that the tool reflects the latest external and internal cost policy assumptions.
Design and implement enhancements to the tool as required, reflecting changes in the proposal budgeting environment.
Act as a proposal budgeting subject matter expert and key communication point between the program teams and the institutional Finance team. Ensure that proposal budgets
adhere to PATH’s internal cost policy and institutional financial goals and targets.
Communicate and negotiate with PATH’s key donors, including (but not limited to) The Bill & Melinda Gates Foundation, USAID, CDC, WHO, NIH, UNICEF, Gavi, CEPI, FCDO, and
Unitaid. Drive donors’ understanding and acceptance of PATH’s cost policy and financial assumptions underlying PATH’s proposal budgets.
Required Experience :
Bachelor's degree in Finance, Economics, Business Administration or other related field required; Master’s degree preferred.
Minimum of 5 years of professional work experience in cost and pricing required.
Minimum of 5 years of team management experience required, evidenced by increasing levels of responsibility.
Experience in the NGO sector required.
Excellent understanding of USAID Cost policy requirements and NICRA. Experience working with international and European donors highly desirable.
Extremely strong computer skills, especially with Excel. Solid experience with other Microsoft Office applications as well as with Salesforce.
Flexibility to work across multiple time zones.
Exceptional verbal and written communication skills.
Strong leadership, management, and delegation skills.
Self-motivated, with the ability to take ownership of deliverables and to work effectively and efficiently within very tight deadlines.
Ability to perform precise, detailed analysis and to translate the analysis results to a format appropriate for executive-level review.
Strong modeling skills with rigor and precision.
A creative mind that can translate challenges into actionable solutions.
Ability to establish rapport and effective, efficient working relationships with counterparts at all levels, both internally and externally.
Fluency in written and spoken English required. Working knowledge of French is a plus.
Must have authorization to work in the United States.
