Job Description
Position Summary
The selected candidate will be responsible for providing design, permitting, compliance, and construction documentation services for various waste management facilities, including those handling construction and demolition debris, solid waste, residual waste, and hazardous waste. Additionally, the role encompasses offering civil and environmental engineering consulting services to a diverse clientele under the guidance of the Engineering Manager and the Director of the Engineering and Environmental Services division. The candidate may also engage in field engineering, sampling, and testing services in collaboration with the Engineering and Environmental Services and Construction Services divisions.
Key Responsibilities
Deliver design, permitting, and compliance support services for landfill projects.
Prepare annual license applications, modifications, exemptions, and construction documentation reports for various landfill facilities.
Conduct aerial mapping using drone technology and GPS surveying.
Develop NPDES permits and associated reports.
Compile air permits and related documentation.
Liaise with government agencies, such as environmental protection agencies, health departments, and other relevant authorities.
Prepare environmental permit applications, including 401 Water Quality Certifications, 404 permits, and various engineering programs encompassing slope stability, hydrology, and hydraulics applications.
Perform design calculations for landfills, surface water drainage structures, slope stability, leachate generation, and other pertinent analyses.
Draft proposals, manage invoicing, and oversee general project management tasks.
Team Collaboration
While this role does not involve direct management responsibilities, the candidate is expected to collaborate effectively with other staff members to meet project deadlines.
Client Relations and Business Development
The candidate will be tasked with developing and maintaining client relationships and contributing to business development efforts aimed at expanding landfill services and related market sectors. Active participation in professional organizations that support client retention and business development is essential.
Project Oversight
Manage various landfill projects by developing scopes of work, preparing quotes, initiating projects, and ensuring the successful delivery of desired outcomes.
Financial Oversight
Monitor project budgets and initiate change orders for additional services as necessary. Additional financial responsibilities may be assigned based on experience.
Qualifications
Bachelor's degree in Civil or Environmental Engineering, or a related field from an accredited institution.
Professional Engineer (PE) license, or the ability to obtain licensure, is required.
Eight to ten years of experience in landfill design, permitting, and compliance services.
Must possess a satisfactory driving record and pass a background check.
Skills and Competencies
Clean driving record with no more than two incidents within the last 36 months.
Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
Strong verbal and written communication skills for effective interaction with coworkers, clients, and subcontractors.
Reporting Structure
Reports to the Department Manager and the Director of the Engineering and Environmental Services Division.
This position has no direct reports.
Physical Requirements
Ability to stand, walk, push, pull, twist, reach overhead, and climb stairs; capable of lifting a minimum of 80 pounds.
Must be able to sit for up to 3 hours at a time.
Must pass a pre-employment physical and drug screening.
Work Environment
Primarily an office setting with a typical workweek of 40 to 45 hours, subject to seasonal variations.
Fieldwork is required and typically involves travel within driving distance from the office.
Fieldwork, client retention activities, and business development efforts may necessitate overnight stays.
