JOB SUMMARY
Under general supervision, supervises the analysis ofdata on criminal activity and police intelligence; develops new and innovativeanalytical procedures utilizing available technology and resources.
ESSENTIAL JOB FUNCTIONS :
Ability to supervise the monitoring, analyzing and evaluation of patterns and trends of criminal activity in all Patrol Divisions; manage and evaluate the use of statistical analysis, basic temporal and spatial analysis and other analytical methodologies; develop and supervise the maintenance of automated files, databases, and spreadsheets.
Ability to manage and assist in the preparation of comprehensive analytical products and reports; approve investigative recommendations based on analytical conclusions; organize oral briefings and presentations; manage timely dissemination of crime bulletins and information on suspects, patterns, and trends.
Ability to direct the maintenance of automated files, databases, and spreadsheets for performing analytical research and information management functions.
Ability to oversee the access of data from a variety of law enforcement agencies and other sources; review and evaluate reports, registers and records related to criminal activity.
Ability to select, train, supervise and evaluate crime analysis professionals.
OTHER JOB FUNCTIONS :
Ability to plan, direct, monitor and provide management oversight for the Crime Analysis Unit. Provides management of personnel including hiring, performance evaluations, discipline, rulemaking, safety assurance, and other duties supporting a team environment.
Ability to oversee the response to requests from crime information from the news media, civic organizations, general public and outside agencies.
Ability to conduct / participate in formal, informal or on the job training in communications.
MINIMUM QUALIFICATIONS :
Knowledge, Skills and Abilities Required :
Knowledge of offense elements as specified by Texas Penal Code.
Knowledge of TCIC / NCIC computerized database and proper procedures for use.
Knowledge of computers including, relevant spreadsheet, graphic, mapping, mainframe and network applications; word processing, the Internet and other computer software.
Knowledge of research techniques.
Knowledge of interviewing techniques and methods.Knowledge of modern police record system.
Knowledge of business English, spelling and punctuation.Knowledge of modern office practices and procedures.
Knowledge of employee selection, training and development methods, practices and procedures.
Skill to record and organize data and identify and use potential sources of data.
Skill in determining appropriate visual presentations of statistical and / or factual data.Skill in developing effective data collection procedures.
Skill in establishing and maintaining effective working relationships. Skill in maintaining accurate detailed records.
Ability to interpret and understand criminal law, Code of Criminal Procedure, city ordinances, policies and procedures.
Ability to communicate effectively orally and in writing, but not limited to PC, fax machine, typewriter, calculator and copier.
Ability to perform a variety of physical skills including, but not limited to seeing, sorting, typing and writing.
Ability to receive detailed information through oral communication and make fine discriminations in sound.
Preferred Education andExperience :
A Bachelor's Degree in Criminal Justice, Statistics, Computer Science or related field.
Three years experience in crime research, crime analysis, law enforcement or related area.
