Job Summary
The SSC Senior Compliance & Accounting Analyst is a full-time position that reports to the SSC HR Data Services Manager at the University System of Georgia (USG) Shared Services Center (SSC).This position supports 26 USG institutions and the System Office by ensuring that our organization's processes and procedures are in compliance and meet all applicable laws, regulations, policies, and guidelines. This role is responsible for the timely and accurate preparation, analysis, and review of compliance and reconciliation activities. The position requires direct collaboration with all levels of University System Office (USO) and Board of Regents (BOR) management, HR and financial specialists, campus practitioners, SSC and ITS (Information Technology Services) team members, consultants, third-party vendors, employees, and retirees to provide guidance and support.
Responsibilities
- Provides supervision and guidance to Compliance & Accounting Specialists.
- Leads a team responsible for centralized support over compliance and reconciliation activities.
- Ensures all compliance and reconciliations activities are prepared, analyzed, and reviewed accurately and on time.
- Oversees the compliance of federal and state law and USG regulations and policies.
- Research issues and / or problems proactively in order to provide support, assistance and recommendations for improvements and risk mitigation.
- Ensures required supporting records and documentation are in place for audit purposes.
- Evaluates processes and identifies continuous improvement opportunities for operational efficiencies.
- Develops and maintains functional documentation and procedures for enhancements and mitigation efforts and assists in the translation of high-level technical requirements.
- Leverages and utilizes data / metrics to make strategic long-term decisions regarding our compliance and reconciliation procedures.
- Participates and leads in cross-functional SSC project teams to identify and assist in the implementation of projects or enhancements that benefit compliance and reconciliation activities and / or other teams / departments.
- Serves as subject matter expert and project lead on special projects to ensure adherence to scope, timelines, strategies, business processes, and requirements.
- Collaborates with SSC and ITS representatives, System Office leadership, and campus practitioners to analyze and resolve escalated practitioner, employee, and service provider issues (data and system issues), benefits enrollment, premiums, workflow questions / issues, or interface file transfers.
- Provides compliance, accounting, and reconciliation support for USG institutions, SSC, USO, and other SSC stakeholders.
- Troubleshoots complex issues / errors that occur periodically and make recommendations for process improvement.
- Serves as liaison to external agencies for inquiries and troubleshooting issues.
- Researches and provides consistent best practices, standards, and procedures in compliance with USG policies and local, state, and federal law.
- Ensures procedures, documentation, and guidelines are followed for employee issues related to regulatory requirements (e.g. Affordable Care Act, Family Medical Leave Act, Americans with Disabilities Act, Workers Comp, etc.)
- Analyzes business processes and internal control measures for effectiveness and compliance.
- Oversees transactions, approvals, and documentation and performs audits to ensure data quality and compliance.
- Identifies, provides recommendations to SSC leadership, and aids in the implementation of changes to enhance customer service, data integrity, efficiency, and effectiveness.
- Develops / provides training and guidance to staff and institutional partners on regulatory requirements, accounting practices, and benefits reconciliation processes, fostering a culture of compliance throughout the organization.
- Assesses and identifies training needs to determine gaps for further improvement on training materials and sessions to better increase understanding and knowledge of compliance and accounting activities and responsibilities.
- Creates, documents, and maintains best practices and guides for compliance-related activities and responsibilities.
- Serves as the point person to communicate and escalate SSC compliance-related issues to SSC Leadership and USO Leadership.
- Develops concise, effective, and proactive communications for distribution to key stakeholders.
Preferred Qualifications
This position requires a bachelor¿s degree in accounting, business, finance, or a related field or an equivalent combination of education and experience, and training that provides the necessary knowledge and skills.
Strong knowledge of USG policies and procedures preferred.
