Main Purpose of Job

This position serves as the Program Manager within the Maryland Department of Health (MDH) Center for Cancer Prevention and Control(CCPC) and is responsible for leading the Maryland Cancer Registry (MCR). This position specifically directs and coordinates all activities of the MCR. The MCR Program Manager is responsible for : 1. Overseeing and managing the resources of the program to achieve the targets and goals of MCR. 2. Leading the cooperative agreement with the Centers for Disease Control and Prevention (CDC), including managing the federal budget. 3. Leading and monitoring the large-procurement contract with a vendor for data collection, database management, and quality assurance. 4. Developing reports and summarizing findings. 5. Coordinating cancer cluster investigations. 6. Overseeing MCR personnel, including two Epidemiologists and one Program Coordinator.

MINIMUM QUALIFICATIONS

Education : A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience :  Six years professional experience in health services, three years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and three years must have been at the managerial or supervisory level.

Notes :

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.

3. Candidates may substitute Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following : 1. Certified Tumor Registrar (CTR) or Oncology Data Specialist (ODS) credentials. 2. Experience monitoring contracts. 3. Experience managing grants from the Centers for Disease Control and Prevention or other federal agencies.
