Description

Salary range is $90k to $180k, with a midpoint of $135k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE :

Under general direction, manages, directs, and coordinates the Agency's real property management program for real property owned by Sound Transit (ST) or leased or licensed for the Agency's use; manages, directs, and oversees maintenance and management of all real property that is not an operating facility; manages and supervises personnel; negotiates leases (licenses) and lease renewals; tracks renewal dates and other critical dates; ensures lease compliance with all terms and conditions contained within documents; oversees the drafting of and management of all third party use agreements for incidental uses of ST's real property; serves as the liaison with other division, programs, departments, and outside agencies; provides administrative staff assistance to the Chief of Operations and others as assigned; and assists in identifying and preparing for disposal, properties no longer needed for the Agency's use.

ESSENTIAL FUNCTIONS :

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Coaches, trains and motivates staff; coordinates and / or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division. and all related staff.
  • Responsible for Property Management staff performance reviews; provides constructive feedback; recommends and implements corrective actions, discipline, and termination procedures as appropriate and / or necessary, working closely with Human Resources.
  • Manages and oversees the execution of all agreements; interprets lease language; ensures tenant compliance with lease provisions; reviews critical lease dates; coordinates rent collections; and works with Sound Transit's Legal Department to resolve tenant defaults, delinquencies and other legal issues; ensures all agreements comply with Board directives; coordinates with other internal divisions to determine the need for continuing lease agreements; oversees the negotiation and execution of licenses or leases for all entities that are encroaching on ST's Right of Way; implements the use of standardized agreement templates and obtains signature authority to execute all agreements with a value less than $200K with proper Legal Department approval; reviews and approves tenant improvement projects ensuring they are completed within budget and in accordance with approved plans and specifications.
  • Works closely with other Real Estate staff and serves as a resource to relocation agents by assisting with lease negotiations and reviewing all leases prior to Legal, tenant review, and with Appraisal to obtain market rates; attends all meetings relevant to property management issues and programs; organizes and schedules periodic Property Utilization Committee meetings; serves as liaison with Capital Project's and attends design review meetings and agreement negotiation meetings.
  • Responsible for negotiating and approval process of all agency parking, warehouse, and office space leases.
  • Conducts site inspections to ensure all Agency properties are operated and maintained in an efficient, safe and cost effective manner and are in good condition; establishes and maintains positive working relations with tenants and other public officials; reviews and approves accounts payables and accounts receivables as well as expense reimbursements; performs a variety of marketing duties including the solicitation, evaluation, and procurement of tenants for available properties; prepares documentation and presents agreements and contracts to the Board for their review and approval; and assists in the development and formulation of Property Management policies and procedures.
  • Responsible for managing and determining Sound Transit's property rights on Sound Transit property, as well as properties owned by others. Oversees Sound Transit 3rd Party Request Program; and verifies that the terms and conditions of the executed agreements are complied with.
  • Coordinates with other Real Estate units and Transit Oriented Development (TOD) for the completion of Sound Transit's Surplus Real Property Inventory and Utilization Plan.
  • Develops, administers, maintains, and oversees the division's annual budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves division expenditures and implements adjustments. Assist other divisions with forecasting their property management annual budget.
  • Provides support to the department on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.

  • MINIMUM QUALIFICATIONS :

    Education and Experience : Bachelor's degree in Finance, Business Administration, Insurance and Real Estate, or closely related field. Five years of experience in real estate and commercial and residential property management with an emphasis on tenant relations, negotiations, lease compliance, tenant improvement facilitation, directing and managing staff and drafting agreements; OR an equivalent combination of education and experience. Three years of leadership, budgetary, planning and workforce management experience.

  • Physical Demands / Work Environment :

  • Work is performed in a hybrid office environment.
